What BC Landlords Need to Know About Move-Out Cleaning
Most move-out cleaning content is written for tenants. What the BC Residential Tenancy Act Says About Cleaning at Move-Out
Under the BC Residential Tenancy Act (RTA), Section 35, tenants are required to leave the rental unit in a "reasonably clean condition." This is defined as the same level of cleanliness as when the tenant moved in — normal wear and tear excepted. Cleaning is specifically NOT considered normal wear and tear in BC.
What this means for landlords:
- If the unit was professionally cleaned at move-in (documented with photos or a condition inspection report), you can require it be professionally cleaned at move-out
- You can deduct professional cleaning costs from the damage deposit if the tenant leaves the unit less clean than at move-in
- You cannot deduct cleaning costs if the unit was already dirty when the tenant moved in
- The move-in condition inspection report (completed within the first two weeks of tenancy) is your legal foundation for any cleaning deductions
What You Can and Cannot Deduct for Cleaning
Allowable Deductions
- Professional cleaning costs (with receipt) — inside oven, fridge, window tracks, bathroom grout, carpets
- Carpet cleaning if carpets were cleaned or new at move-in and are dirty at move-out
- Post-renovation cleaning if tenant caused damage requiring repair and subsequent cleaning
Not Allowable
- Normal household dust and dirt accumulated over a typical tenancy
- Light scuff marks on walls in normal-use areas
- Minor carpet wear from regular foot traffic
- Cleaning costs that exceed the actual cost to return the unit to move-in condition
- Any deduction not supported by a move-in condition inspection report
The Move-In Condition Inspection: Your Legal Foundation
The move-in condition inspection report, completed within the first two weeks of a new tenancy, is the single most important document in any BC deposit dispute. Without it, the landlord cannot make most deductions — including cleaning.
What to document at move-in (for cleaning purposes):
- Interior of oven and fridge — photograph with date
- Window track condition — photo
- Bathroom grout color and condition — photo
- Carpet condition — photo including any stains, wear areas
- Overall cleanliness rating — note professional clean or specify condition
The BC government's condition inspection form is available at gov.bc.ca. Both landlord and tenant must sign it. If the tenant refuses to sign, proceed without them but document the attempt.
What Move-Out Inspections Should Cover
A thorough move-out inspection compares the current condition of each area against the move-in condition report. For cleaning specifically, the areas that most commonly result in deposit disputes:
- Inside the oven — most common deduction area. Compare oven interior photos from move-in vs. move-out. If grease buildup is present and oven was clean at move-in, deduction is justified.
- Fridge interior — including crisper drawers and all shelves removed and inspected underneath
- Window tracks — visible black grime is photographable and documentable
- Bathroom exhaust fans and grout — mildew and soap scum that exceeds normal maintenance
- Behind appliances — fridge and stove pulled out during inspection
- Carpet condition — stains vs. wear (wear is not deductible)
How Much Does Professional Move-Out Cleaning Cost in BC?
When you're documenting a cleaning deduction, you need actual receipts from a licensed cleaning company. Typical professional move-out cleaning costs in Metro Vancouver:

For deposit dispute purposes, you can only deduct the actual cost of cleaning — not a punitive amount, and not more than what a reasonable cleaning company would charge. Keep the receipt and provide it to the tenant within the 15-day deposit return window.
The 15-Day Rule: Deposit Return Timeline
Under the BC Residential Tenancy Act, landlords have 15 days from the end of the tenancy OR 15 days from receiving the tenant's forwarding address (whichever is later) to return the deposit. If you're making deductions, you must:
- Return the remaining deposit amount within 15 days
- Provide a written statement of deductions with supporting receipts
- Include the professional cleaning receipt if you're deducting cleaning costs
Missing the 15-day window forfeits your right to make deductions. A cleaning receipt from a professional company (with GST number) is significantly more defensible at an RTB hearing than a personal estimate.
