Condo Corporation vs Unit Owner Cleaning Responsibilities
Ontario condo owners are sometimes surprised to discover that the cleaning responsibility in a condominium is divided between the condominium corporation (which owns and maintains common elements) and the individual unit owner (who owns and maintains their exclusive-use unit). Understanding where this boundary falls — and what each party is obligated to maintain — prevents disputes with your condo board and ensures the right party is paying for the right cleaning.
What the Condo Corporation Cleans
Under the Ontario Condominium Act, the condo corporation is responsible for maintaining the common elements of the building. In practice, this means the corporation's cleaning contract covers: lobby, mailroom, and entrance areas; elevator interiors and mechanical areas; hallways and corridors; amenity spaces (gym, party room, rooftop terrace, theatre room); building exterior and parking garage; and garbage and recycling rooms. Most corporations retain a commercial cleaning company to handle these areas on a regular schedule.
What Unit Owners Must Clean
The unit owner is responsible for cleaning everything within their unit's boundaries — the interior of the unit including floors, walls (to the paint layer), fixtures, appliances, and all interior surfaces. In some buildings, certain exclusive-use common elements like balconies and parking spots may also be the owner's responsibility to maintain in clean condition, even though they are technically common elements.
Grey Areas and Disputes
Common disputes arise around: building corridors immediately adjacent to a unit that are technically common elements but where the unit owner may be expected to maintain; exterior-facing unit windows (often the unit owner's responsibility for interior surfaces, corporation's responsibility for exterior); and amenity spaces booked by residents for private events (post-event cleanup responsibility).
